Thomas “Tom” J. McHugh has 35 years experience in both the U.S. and District Attorney’s offices, and has a reputation for intelligence, hard work, honesty, fairness, and competition. He leads The Law Offices of Thomas J. McHugh, PLLC, situated in San Antonio, Texas. With a focus on federal criminal defense, Mr. McHugh offers his legal services across a wide spectrum of cases. His experience includes federal and state corporate compliance, capital crime, drug crime, forfeiture, white collar, real estate/mortgage/bank, and Ponzi/investment crime.


Mr. McHugh's extensive legal career is marked by significant roles within the United States legal system. Before establishing his own firm, he served as an assistant United States attorney in the Western District of Texas and held the position of City Chief for the United States Attorney's Office in El Paso, Texas. Additionally, his experience includes working as an assistant district attorney, where he honed his skills in prosecuting and defending various criminal cases. This diverse background has equipped him with a unique perspective that is highly regarded by both his peers and adversaries in the legal community.


An alumnus of the University of Florida, Mr. McHugh earned his Bachelor of Arts in economics in 1972. He furthered his education by obtaining a Juris Doctor from St. Mary’s University in 1978. His commitment to academic excellence continued with postgraduate studies at the London School of Economics, where he broadened his understanding of international legal frameworks. This strong educational foundation underpins his practice, allowing him to navigate complex legal issues with insight and precision.


Throughout his career, Mr. McHugh has been involved in various areas of legal practice, including corporate compliance, capital defense and white collar crime. He is also well-versed in matters concerning controlled substances, forfeiture, federal practice and sentencing reform. His ability to represent both target and fact witnesses before federal grand jury proceedings is a testament to his comprehensive legal acumen. 


A member of several prestigious legal associations, Mr. McHugh is licensed to practice in multiple jurisdictions, including the Supreme Court of the United States, the U.S. Court of Appeals for the 5th Circuit and the Federal Bar Association. His commitment to the legal profession is further exemplified by his election as a fellow of the Texas Bar Foundation in 2016.
